Since 2008, despite the urgent need to encourage growth in terms of jobs and classic measures of productivity, interest in ideas of sustainability and economic ‘resilience’ – that is, the ability of an economy to adapt to both shocks and long-term changes – has been growing (Cox et al 2014a).
